EAST WITNEY PLANS - COGGES TRIANGLE

The aim for this development area is to create a permeable and easily understood traditional urban environment. The layout will be based around a pattern of well-connected streets and spaces that link to the existing Cogges development and the wider area. A hierarchy of streets descending from the main central route, to secondary residential streets and then to smaller side streets and lanes will create a legible and varied development.

High density development will be located either side of the main central street. This will be the focus for social activity and will include non-residential uses such as shops, a pub, a primary school and public transport links. In this area buildings will generally be larger to create a strong streetscape. Medium and lower density development will be located towards the edges of the development where detached, semi-detached and terraced forms will be more characteristic. Individual building designs and materials will reflect local architectural styles.

Cogges Triangle is proposed for 350 house, plus primary school, community facilities, open space and 40 acres of community woodland.

5.11 The urban design principles are to:
  • Create a coherent and well defined set of development parcels
  • Provide a central street that connects to a series of other streets, lanes, squares, courtyards and open spaces
  • Respect the setting of the town by locating the majority of the built developments below the 95m AOD contour.

Site Capacity - 10 hectares at 35 dwellings/ha = 350 dwellings.

EWLC have gone to great lengths to ensure that Cogges Triangle is sympathetically designed and built which includes:
  • To maintain the landscape setting and eastern approach to Witney, the proposed development will largely be limited to land below the 95m contour line.
  • A significant area of woodland planting on the ridge line and higher slopes will reinforce the setting of Witney and mirror the existing woodland setting of Cogges Wood to the north. This extensive area of new woodland would contribute significantly to the local realisation of the Wychwood Project (link is www.wychwoodproject.org )as well as provide a valuable recreational resource. Planting on the higher ground will act as an important backdrop and shelter to the new development.
  • The importance of the view west from the B4022 as it crests Cogges Hill has been identified.
  • The proposed development at East Witney will not be visible from this important view point.
  • In addition the proposed woodland planting will enhance this viewpoint by providing an impressive block of woodland visible from the B4022 that reinforces the importance of the ridge.
