EAST WITNEY SITE ANALYSIS - ACCESS AND CONNECTIONS

There are a number of principal routes surrounding the sites that link to the town centre and other key destinations. Uniquely amongst the sites put forward for development, East Witney benefits from excellent segregated walking and cycling links. Crucially these provide a shorter and quicker route to a number of town centre destinations ensuring their high and continued popularity.

Cogges South already has good links to the cycle/footpath network but the following would happen:
  • New cycle and pedestrian links across the Windrush would connect to the town centre and Station Lane employment areas to the benefit of existing and new Cogges residents.
  • The disused railway bridge close to the A40 would be opened up to allow direct access across the valley to Station Lane.
  • A further pedestrian/cycle link would be created across the River Windrush to give direct access to the Country Park and from there on to Sainsbury's supermarket and the town centre.
  • A link to the Stanton Harcourt Road would connect to an existing cycleway that is part of the wider cycle network, including the key route that runs west through Cogges, past the local centre, the primary school, the Cogges Museum and on to the town centre.
    

Cogges Triangle would also benefit from good cycle/footpath routes connecting through the existing cycle network in Cogges to the route across Langel Common but the following would happen:

  • A new cycle/footpath would be created east over Cogges Hill to connect with the proposed Park and Ride site at Shores Green where people could catch a bus to Oxford or join the segregated cycle route along the A40.
Of all the growth options, East Witney is the closest site in terms of walking distance to the town centre and Station Lane employment area.

The local bus services (No. 213 and 214) that serve the existing Cogges estate could be extended to run through the Cogges Triangle development via a new connection into Eaton Close. The site is also very close to the route of the S1/S2 service to Oxford.

Shores Green A40 Junction Upgrade
There are significant traffic and congestion problems in central Witney.

There is an urgent need to relieve the amount of traffic crossing Bridge Street.

If not already constructed, the East Witney development will contribute to an upgrade of the existing A40 junction at Shores Green through the provision of funds and land. Such an enhancement of the existing network will provide a far more cost effective and far less environmentally damaging solution than the proposed Cogges Link Road. The Cogges Link Road will simply encourage new and extra car journeys into the town centre, whereas the Shores Green will deliver a sustainable solution to the town's traffic problems.

Oxford Hill Remote Park & Ride
A site has been identified and is reserved for a potential Park and Ride adjacent to the A40 and Oxford Hill, at the Shores Green Junction. This facility could make a significant contribution to implementing the strategy identified in the Local Transport Plan to provide a remote park and ride sites to ease commuter congestion on the main arterial routes into Oxford.
