To achieve the Government's aspirations for housing growth, Local Planning Authorities are encouraged to place a greater emphasis on delivery. In addition to developing policies and allocating land, Local Planning Authorities must demonstrate how proposals will be delivered on the ground. The EWLC will:

• Establish a robust Development Framework
• Work in partnership with West Oxfordshire District Council and Oxfordshire County Council
• Undertake appropriate community engagement
• Prepare design guidance to control the quality of development
• Deliver a new development that exploits the inherent benefits and opportunities of the site
• Obtain the necessary planning permissions
• Ensure the provision of the required infrastructure at the appropriate time
• Organise development phasing.
